Minutes of Watab Town Board Meeting

††††††††††† The regular monthly meeting of the Watab Town Board was called to order at the town hall on Tuesday, June 7, 2011 at 7:00 p.m. by Supervisor. Board members present included Supervisors Craig Gondeck & Lloyd Erdmann, Treasurer Eileen Saldana, and Clerk Pat Spence. Audience members present included:Greg Rakotz, Bob Rucks, Bob Lanners, Dale Strandberg, Bob Raveling, Kevin Reiter, Brian Erdmann, Allen Saldana, and Paul Jacobs. Following the Pledge to the Flag, Supervisor Gondeck expressed sympathy to Lee Terres and thanks to Rock Johnson, township resident, for the work on the ballpark for the disabled.

Approval of the Agenda was given through motion by Supervisor Gondeck, second by Supervisor Erdmann, and passed. May meeting minutes were approved through motion by Supervisor Erdmann, second by Supervisor Gondeck and passed. Eileen Saldana gave the Treasurerís Report; thereís a balance of $131,968.53 in checking; motion was made by Supervisor Kacures, seconded by Supervisor Gondeck and passed to approve her report.

††††††††††† A presentation of a preliminary plat was made by Bob Lanners who signed a purchase agreement on some land owned by Bob Ruck near Golden Plump; he intends to build a shop for his trucking business. He has been to Benton County and they said he has to plat out the 3 Ĺ acres, which is currently zoned agricultural. A conditional use permit will be required. His building will be about 60 x 126í. The board advised him regarding necessary permits. Bob will come back next month for a progress report and with the final preliminary plat.

††††††††††† Seal King and Astech presented bids for the summer road projects. Motion was made by Supervisor Goneck and seconded by Supervisor Erdmann to award both the chip sealing and seal coating projects to Astech with the low bid. When Astech is ready to schedule the work, the contractor should contact Lloyd Erdmann. Discussion ensued by the board and Dale Strandberg, Astech, regarding a deduct for the portion of Plaziak Road between the new section of road and Lakewood Shore Rd NW, because Supervisor Kacures felt that the road in that section was beyond the point of repair. All agreed. Supervisor Erdmann will handle the negotiations on the deduction. Also, cracks on the new section of Plaziak Road will be filled and sealed.

††††††††††† Old Business:

1.      Sign Update by Gondeck: a few signs are needed and he will order from Newman Signs through a state bid.

2.      River Road Citizen Complaint: Clerk Pat Spence spoke with the Sheriff Brad Bennett; he gave notice to the property owner and the deputies are monitoring it.

3.      Quote on boiler system:Supervisor Gondeck is waiting for Kemen Plumbing to provide a quote.

4.      Follow Up on Road Tour Issues from the May meeting:Supervisor Gondeck is finishing the sign work; Allen Saldana has been dealing with the UPM mix manufacturer. Tri-City should have the material in a couple of weeks so that Allen can fill the potholes. Allen was asked to repair the potholes near Hwy 10 approach on Saldana Road.A quote was received from Brian Erdmann to install two culverts on the minimum maintenance road for $1,654. A motion was made by Supervisor Gondeck and seconded by Supervisor Kacures to award the work to Brian Erdmann; motion passed with Supervisor Erdmann abstaining because the quote is from his brother. Supervisor Gondeck contact Scott Jarnot about the problems with Lake Andrew Development streets; he contacted Oak Hill Development, and they marked problem areas with paint. Pat Spence reported on Jon Bogartís call regarding the removal of silt financing on Fifth Avenue. Jon has given Knife River an ultimatum to get it removed; final payment will be withheld. Discussion of Corriganís driveway on 5th Avenue; washout caused by not replacing the granite chips following the construction. Supervisor Gondeck will work with Brian Erdmann to repair the washout near Corriganís driveway on Fifth Avenue with granite chips or UPM mix; this work was approved through a motion by Supervisor Gondeck and second by Supervisor Kacures and passed. Estimate for cost is under $500. Supervisor Erdmann talked about the hole on 85th in the Hanson development. He presented a diagram which he prepared to outline the repair. He also reviewed the specifications for materials for the repair. Supervisor Gondeck made a motion, seconded by Supervisor Kacures to approve and have clerk advertise for the quotes to be accepted at the July meeting. Project description should be mailed to Brian Erdmann, Burski Excavating, Ray Thompson Excavating, Marson Construction, Saldana Excavating, and Jason Chapman. Motion passed. Brush cleanup on town road right of ways will continue by Supervisor Erdmann. He was authorized to utilize the sentence to serve crew for a day of chipping. Chuck Ertl asked about the Chinese elm brush; he just purchased a 50 inch boom mower. He was asked to mow town roads for the first time before July 4th.

5.      Railroad Crossings:Supervisor Erdmann said that there will be a meeting between 5 & 6pm on June 13th with the railroad officials and town board at the Lakewood Shore crossing. Clerk should notice the meeting as soon as the time is confirmed.


New Business:

1.      Approval to pay and withdraw funds from appropriate accounts for monthly bills for claims 4631-4643, two electronic transfers for PERA and Federal Tax withholding and payment of bills to City of Sauk Rapids and Little Rock Electric were given through motion by Supervisor Gondeck, second by Supervisor Erdmann, and passed.

2.      Motion to approve the annual 2010 MS4 Report was made by Supervisor Gondeck, seconded by Supervisor Kacures, and passed.

3.      Public Hearing was scheduled for MS4 annual input on July 5 at 7pm at Watab Town Hall through a motion by Supervisor Gondeck, second by Supervisor Kacures, and passed. It will be published and noticed for at least two weeks by the Clerk.

4.      Renewal of Contract with Red Barn Ridge: Supervisor Erdmann made a motion, seconded by Supervisor Gondeck and passed to renew the contract at current rates with Red Barn Ridge LLC. Clerk Spence will prepare the contract.

5.      Discussion ensued about billing for emergency calls to residents of mobile home parks. Supervisor Gondeck reported that the City of Monticello has been billing mobile home parks for a long time; Clerk Spence spoke with the Minnesota Association of Townships Attorney, who also said that there is precedent for billing the park owners for unpaid residentsí emergency calls. The Clerk was directed to speak to the township attorney about the letter received from Rockwood Estateís attorney and billing procedures. Clerk Spence said that final notices have been sent to some of the residents by the township with 30 days to pay before the list is certified to the county; letters to mobile home parks should be reviewed by town attorney.

6.      Resolution on Fire Assessments to Benton County will be acted on at the August meeting; Supervisor Kacures suggested including the language from the State Statutes cited in the resolution to add clarity.

7.      Summer MAT short course will be attended by Supervisor Erdmann and Gondeck.

8.      Building Inspector has presented a proposed increase on mechanical and plumbing permits to $35; Supervisor Gondeck made a motion and recommended no increase at this time; Supervisor Kacures said that every property is to be inspected if there is going to be an increase. Motion was seconded by Supervisor Erdmann, and motion passed. Discussion included that the board will reconsider if all other surrounding jurisdictions have the higher fee. Supervisor Gondeck asked to have a copy of the state percentage recommendations for building, mechanical, plumbing permits, etc.

9.      Clerk Spence reported that she received a referral from Benton County regarding a request by Bill Novak to have 20-40 vendors during the Rice Craft Fair on Wollak Construction property in Watab Township. Board would like to see layout of vendors and parking to ensure that emergency vehicles can move through. Supervisor Gondeck will Bill and further discussion will be at the next meeting.

10.  Monthly Correspondence was reviewed.

11.  Supervisor Reports:

a.      Supervisor Gondeck attended the Benton Co. Economic Development Meeting;he described Dave Gruenesí excellent report on the new Greater St. Cloud Development Corporation.

b.      Rice Fire Board:there has not been another fire board meeting; Langola Township has been in negotiations with the City of Rice for a new contract and the board turned it down because it was a large increase. Graham Township is talking to Foley and Pierz and negotiating for fire service with those cities. We havenít received a bill from Rice for the first Ĺ of 2011. Clerk Spence has talked to insurance companies and is gathering information regarding rates.

c.       Citizen Complaints/Feedback:no further items.

d.      Citizenís Input:Kevin Reiter asked about having a PA system; Supervisor Gondeck will bring one next month.

e.      Complaints were made about dogs running loose in township; a draft ordinance should be on the July agenda.

f.        Meetings for the month include: MAT conference, Benton Co. Economic Development Board ; and the June 13th railroad crossing meeting on Lakewood Shores.

g.      Supervisor Erdmann will treat the weeds in town hall lawn; Supervisor Gondeck will clean the outside of the building; and Supervisor Gondeck will also treat poison ivy along township roads.
