Minutes of Special Meeting of Watab Town Board

January 27, 2009

A special meeting of the Watab Town Board was called to order at 7:00 p.m. by Chair Craig Gondeck on Tuesday, January 27, 2009 for the purpose of reviewing the contract of the Building Official and to conduct the Board of Audit.  Board members present were Supervisors Craig Gondeck, Lloyd Erdmann and Ed Kacures Jr; Treasurer Eileen Saldana; and Clerk Pat Spence. Audience members present were Sandy Rajkowski and Nancy Scott, Building Inspector for the township.

Following the Pledge of Allegiance, the Chair called on Supervisor Erdmann to voice a concern he had about a permit being reissued.  One and one half years had passed since the original permit was issued, so a new permit had to be issued. Nancy asked the board if they want her to be more rigid and require re-permitting if 180 days have passed and no construction done, but she would hope that contractors would contact her and ask for an extension; she would be happy to accommodate them, but contractors need to communicate with here if an extension is needed. Licensed contractors know that they can ask for an extension. The board asked Nancy if she wants anything changed in the contract. She has not changed her rates since it was signed in December 2003. The board wants her to do required septic hookup inspections. She said the rate would be $35.50 unless it can be done with the rough-in plumbing. There will be a meeting with the county in February to further discuss this. She will bring this back to the board. Supervisor Erdmann said that standards should be set for what size pipe the township will accept. Nancy said that code-approved materials cover this issue.  Supervisor Erdmann will bring a recommendation for standards on the pipe used to a future meeting.  Nancy recommends waiting until after the county meeting is held to make decisions on this. The board agreed to bring this to a future meeting. Supervisor Erdmann made a motion to continue the contract at the same rates; motion was seconded by Supervisor Gondeck and passed.

The Board of Audit began with the comparison of all claim forms to checks issued during calendar-year 2008. Supervisor Gondeck made a motion stating that the claim forms matched the checks issued. Supervisor Erdmann seconded the motion. Motion passed.

Supervisor Erdmann made a motion to approve the year end balance reports for the Clerk and Treasurer; motion was seconded by Supervisor Gondeck. Motion passed.

Following discussion about future funding needs, the board is recommending the following levy amounts for each fund:

General Fund:  $30,000

Road & Bridge:  $200,000

Fire:  $75,000

Building:  $25,000

This is a $5,000 increase over the current levy for the General Fund. All others would remain the same. This should result in a township tax decrease for homeowners due to additional properties added to the tax rolls.

A motion was made by Supervisor Gondeck and seconded by Supervisor Kacures to adjourn the meeting. Motion passed and the meeting adjourned at 10:00 p.m.
