Special Meeting Minutes

August 26, 2008

 

A special meeting of Watab Town Board was called to order at 10am on Tuesday, August 26, 2008 for the purpose of discussing crack filling of certain town roads.  Supervisors Craig Gondeck, Lloyd Erdmann, and Ed Kacures Jr. and Clerk Pat Spence were present. Those in the audience were: Jeff Walsh-L & M Services, Belgrade; Doug Welk—Astech Corporation, St. Cloud; Ted Layton; Brian Erdmann-Rice Contracting; Allen Saldana-Saldana Excavating; Bob Erickson; and  Jon Bogart. Following the pledge to the flag, the meeting was turned over to John Bogart, Town Engineer.

 

John told the contractors present that we are seeking their input on the best practices for the crack filling. Contractors present will be those who are allowed to bid on the project, per the legal meeting notice, which was published two weeks in the Sauk Rapids Herald and other town posting places. The contractors recommend routing the cracks if the board wants the filling to last. Otherwise, 90% will re-crack within a year. Seal coating will not hold the rubber in the cracks. There was consensus on this by all contractors present. Allen Saldana brought up the alligator-surface roads and the difficulty of routing these; there would be excessive cost involved. All agreed that if the road has too many cracks or alligator-cracking it should be overlaid instead. 

 

How would the contractors like to bid it? One contractor recommended bidding by the pound if we don’t know which roads we want done. The contractors and board toured the roads that the board is considering and reconvened at the town hall at noon.

 

Supervisor Erdmann made a motion that we do crack filling on all the roads from Plaziak Road (including Plaziak Road) to Lakewood Shores, and the section of Saldana Road from Plaziak Road to Hwy 10, Isaac Road, and Circle Pines addition, 81st Street, Frost Road, and Lark Rd; bid should be submitted by the pound; also the board would want Bob Erickson on site to determine what cracks should be done; the motion was seconded by Supervisor Gondeck.  Motion passed. Bids will be accepted at the September 2nd meeting and the project awarded. Work to be done will be approximately $50,000.
